Prof. Dr. Sutan Nasomal Requests President to Instruct His Aides to Investigate Long-Serving Employees for Civil Servant Candidates
JAKARTA-JAYA NEWS.COM – Prof. Dr. Sutan Nasomal, an international law expert and economist, laments the lack of concern shown by the Ministers, Governors, Regents, and Mayors for the honorary employees within their respective fields who have worked for decades or even longer, yet receive little attention or appreciation. In other words, they are not appreciated despite their decades or even more service, by not recommending their employees for appointment as Civil Servant Candidates (CPNS) for Civil Servants (PPPK).
Prof. Dr. Sutan Nasomal, an international law expert and economist, responded to questions from editorial staff from domestic and international print and online media outlets at his office at the Merdeka Opposition Party Headquarters in Jakarta on Thursday, August 7, 2025, regarding a circular requesting the Head of the National Civil Service Agency (BKN) to Governors to immediately submit positions for part-time PPPK employees. He stated that ignoring the BKN circular would not be tolerated.
The National Civil Service Agency (BKN) reminded all government agencies to immediately submit their requirements for Part-Time Public Order Officers (PPPK).
The Head of BKN, Prof. Dr. Zudan Arif Fakrulloh, emphasized that there will be no extension of time for agencies that fail to submit their requirements.
“We hope all agencies will immediately submit their requirements for Part-Time P3K positions. There will be no extension of time. If they do not submit, they will be deemed not to need the position,” Prof. Zudan emphasized.
BKN has officially announced the complete schedule for completing the Curriculum Vitae (DRH) form for the Part-Time Government Employees with Work Agreements (PPPK) recruitment process. This step is part of the government’s efforts to strengthen a transparent and planned personnel system.
Legal Observer: President Must Instruct Regional Heads to Collect Honorary Employee Data
In response to the dynamics of PPPK recruitment, *Prof. Dr. Sutan Nasional, S.H., M.H.,* an international law expert and economist, stated that personnel issues, particularly those related to long-serving honorary employees, require President Prabowo Subianto’s direct attention.
“The President needs to order all ministers, governors, regents, and mayors to collect data on honorary employees who have worked for 5, 10, or even 15 years, or more. They must be prioritized for appointment as civil servants (CPNS) or government employees (PPPK) through a process that is not complicated,” said Prof. Sutan at his office in the Kalisari area of Cijantung.

Prof. Sutan also highlighted the many unresolved personnel issues, both within ministries and at regional and local levels. This requires decisive and measured policy intervention from the central government.
According to him, the existence of honorary employees who have served for years but have not yet received clarity on their status is an irony in a modern bureaucratic system that should uphold justice and appreciation for service.
