I hereby submit my opinions and proposals for Indonesian National Police Reform as follows:
1. The relationship between agencies and officials must align with the Law on State Ministries (Law No. 39 of 2008) in conjunction with Law No. 30 of 2014 concerning State Administration in conjunction with Law No. 5 of 2014 concerning the State Civil Apparatus.
Therefore, the Police, as a government apparatus, can be part of the government and can form its own entity, namely the Ministry of Security and the Police.
Meanwhile, the Police, as professional officials, are an inseparable part of the State Civil Apparatus, as regulated by Law No. 5 of 2014 concerning the State Civil Apparatus.
2. The Police, as part of the government, carry out the duties and functions of security and order within the regions, as regulated by Law No. 23 of 2014 concerning Regional Government in conjunction with Law No. 6 of 2024 concerning Villages.
3. The Police, as special civil servants tasked with investigating and investigating, are a separate agency, namely the National Police Criminal Investigation Agency (BARESKRIM), which is subject to the provisions of the Judicial Power laws and regulations.
