INDRAMAYU, JAYANEWS.COM – The Indonesian Ulema Council (MUI) of Indramayu Regency is being urged to take a firmer stance in efforts to address the issue of Lesbian, Gay, Bisexual, and Transgender (LGBT) activity in the region.
This call was made by H. Dudung Badrun, SH, MH, an advocate and the Head of the Legal and Human Rights Commission (LPM & MH) of the Indramayu Regency MUI, on Monday, August 24, 2026.
He noted that Article 292 of Law No. 1 of 2023 concerning the Criminal Code (KUHP) regulates a limited ban on LGBT acts—specifically those committed by an adult against a person under the age of 18.
“However, Law No. 1 of 2023 also provides space for the community through the concept of ‘living law’—laws that exist within the community itself. If the community deems LGBT activity unacceptable in their environment, this sentiment can be addressed through local policy,” H. Dudung explained.
Furthermore, he referred to Government Regulation Number 55 of 2025, which stipulates that social sanctions based on ‘living law’ can be regulated through Regional Regulations (Bylaws).
“Pariaman Regency was the first region to issue a bylaw banning LGBT activity. This could serve as an example for other regions,” he added.
Urging the Indramayu Regent and Regional Council to Enact a Bylaw
Consequently, H. Dudung encourages the Indramayu Regency MUI, together with Islamic mass organizations that have declared their opposition to LGBT activity, to maintain this stance.
“Ideally, the Indramayu Regency MUI and Islamic organizations should urge the Indramayu Regent and the Regional House of Representatives (DPRD) to enact a local bylaw banning LGBT activity in Indramayu,” he asserted.
He believes that such local regulatory action is crucial for protecting the religious, moral, and cultural values of the Indramayu community.**
