Deputy Minister of Manpower: Ratification of Manpower Protection Bill Targeted for October 2026
JAKARTA-JayaNews.com – Deputy Minister of Manpower (Wamenaker) Afriansyah Noor stated that the government and the Indonesian House of Representatives (DPR RI) are targeting the Draft Law on Manpower Protection (RUU) to be ratified into Law in October 2026.
This was conveyed by Afriansyah while attending the 2026 National Working Meeting (Rakernas) of the Confederation of Indonesian Prosperous Trade Unions (KSBSI) in Jakarta, on Wednesday (9/23/2026).
Afriansyah said that the acceleration of the regulation formulation is being carried out through intensive discussions with the DPR RI and cross-sectoral synergy involving seven ministries and institutions, including the Ministry of Industry. The effort is aimed at providing legal certainty that balances ease of investment and guarantee of labor welfare.
“We are unifying the concept so that this law can be born in a balanced way. Investment is well maintained, of course also balanced with attention to worker welfare,” Afriansyah stressed in front of 231 representatives of KSBSI regional coordinators.
He added that this regulatory alignment is in line with the current jargon of the Ministry of Manpower, namely “Industry Advances, Workers Prosper”.
To address a number of crucial debates, including outsourcing regulations, the government continues to open space for dialogue openly in order to gather constructive input from trade unions.
The government also highlighted its commitment to strengthening the national employment ecosystem which currently houses around 13,330 trade unions, 134 federations, and 23 confederations.
Regarding the demonstration (Unras) held today, Thursday (9/24/2026), the All Indonesian Workers Union Confederation (KSPSI) under Labor President Andi Gani N. Wibowo, S.H., M.H., is pushing for the acceleration of the Manpower Law to be realized.
Joining the action was the Indonesian Film Workers Union Federation (FSPPI), chaired by Dr. Rizal Djibran. He encouraged Article 95B paragraph 1L on Vulnerable Workers to be included.
According to him, the article states that the provisions and protection for workers/laborers regulated in this law also apply to workers/laborers working in the film, arts and creative economy business sectors.
“So that in the future the ecosystem will run as it should and can be ratified by members of the Council in the DPR MPR in accordance with the 5th Principle, Social Justice for All Indonesian People,” said Rizal on the sidelines of the demonstration.
With the presence of labor representative figures in the government, communication channels should be built appropriately, and the government hopes that workers’ aspirations can be channeled effectively directly, or through bipartite and tripartite mediation forums, in order to minimize street demonstrations.**
