The legal basis for farmers in Segeran Kidul Village and surrounding areas to obtain sufficient irrigation for their rice crops is as follows:
First, the Indramayu 2025-2030 Medium-Term Development Plan (RPJMD), which outlines the vision and mission of Indramayu Reang (Religious, People-Friendly, Safe, Comfortable, and Mutual Cooperation), based on the 14 Reang slogans, specifically number 6, “Prosperous Farmers,” and number 13, “Wong Reang Wadul.”
Second, Law Number 19 of 2013 concerning the Protection and Empowerment of Farmers in conjunction with West Java Regional Regulation Number 27 of 2010 concerning the Protection of Sustainable Food Agricultural Land in conjunction with Indramayu Regional Regulation Number 8 of 2018 concerning the Protection and Empowerment of Farmers.
Therefore, agricultural land should be adequately irrigated. If this fails, it is due to Indramayu Regent Lucky Hakim’s disregard for the approximately 90% potential crop failure in Segeran Kidul Juntinyuat Village, Indramayu Regency. This could be a strong reason to dismiss Indramayu Regent Lucky Hakim, for violating his Oath of Office, namely the 2025-2030 Indramayu Medium-Term Development Plan (RPJMD), and Law Number 29 of 2019 in conjunction with West Java Regional Regulation Number 27 of 2010 in conjunction with Indramayu Regional Regulation Number 8 of 2018.**
