MAUNG NGO’s Central Executive Board Urges Finance Minister to Investigate Dumai Customs and Excise Office Regarding Alleged Tolerance of Illegal Liquor

JAKARTA-JAYA NEWS.COM – Hadysa Prana, Chairman of the Central Executive Board (DPP) of MAUNG NGO, has expressed a firm stance against the alleged involvement of Dumai Customs and Excise officials in allowing a ship loaded with illegal liquor from Malaysia to enter the country. He stated that this action not only violates the code of ethics for civil servants but also potentially constitutes a violation of criminal law and a transnational crime that threatens national sovereignty.

“If there is indeed an element of deliberate intent to allow illegal liquor to enter without due legal process, then this is not just administrative negligence—it is a crime. And every form of crime, especially those committed by state officials, must be prosecuted, not resolved solely internally,” Hady emphasized in an official statement on Monday, July 21, 2025, in Jakarta.

Legal Argument: Structured and Systematic Violations

According to the General Chairperson, this incident must be viewed from two legal dimensions:

1. Violation of the Customs Law

Based on Law Number 17 of 2006 concerning Customs, any imported goods that are not properly reported, especially illegal ones such as alcoholic beverages without a distribution permit, constitute a customs violation and are subject to criminal penalties.

Article 102 letters e and f of the Customs Law state that any Customs officer who “intentionally fails to report a violation of which he or she is aware” or “conspires with an importer or smuggler” may be subject to criminal sanctions and dishonorable discharge.

2. Violation of the Corruption Eradication Law

If there is evidence of any kickbacks, bribes, or gratuities related to the neglect of this case, then Law Number 31 of 1999, in conjunction with Law Number 2006 concerning Customs, applies. Law No. 20 of 2001 concerning the Eradication of Criminal Acts of Corruption, particularly Article 12 and Articles 5–6, which target gratuities by state officials.

Hady emphasized that the potential for hidden bribery in the form of omission or removal of evidence is a form of official corruption that must be investigated by the Corruption Eradication Commission (KPK).

Calls for Evaluation and Intervention by the Ministry of Finance

Hady also called on the Indonesian Minister of Finance, as the highest leader of the Directorate General of Customs and Excise, to immediately conduct a comprehensive evaluation of the entire supervisory structure in Dumai City and order the Ministry of Finance’s Inspectorate General to open an internal investigation.

“We urge the Minister of Finance to dismiss the Head of Dumai Customs and Excise and establish an Independent Joint Investigation Team. This structural failure cannot be covered up by biased formal reports. It must be made public,” he stressed.

Call for Public Oversight: Don’t Let the Nation Be Defeated by the Import Mafia

Hady warned that the practice of smuggling illegal liquor is part of a chain of moral decay in the nation that is leading to the destruction of the younger generation. Furthermore, this endangers the country’s social and economic stability.

“We, the MAUNG NGO, will not hesitate to take to the streets with the people if the law is not enforced fairly. This is not just about liquor—it’s about the integrity of the state. The state must not submit to the import mafia and individuals within the bureaucracy who trade in sovereignty,” he concluded.

MAUNG NGO reiterated its commitment to taking this case to the Corruption Eradication Commission (KPK), the Ombudsman, and the National Human Rights Commission (Komnas HAM) if there are no concrete steps from the relevant authorities within the next 14 days.**
