Kampar Police Chief Speaks Out About Alleged Levies at SDN 003 Sukarami

KAMPAR RIAU-JAYA NEWSMCOM – The world of education in Kampar Regency has again been rocked by unpleasant issues. This time, UPT SDN 003 Tapung Hulu is in the spotlight after allegations of selling diploma covers and collecting farewell money from parents surfaced in public and went viral on a number of national online media.

The news has disturbed many parties, especially since such levy practices are considered to have no legal basis and are contrary to national education regulations.

Responding to this phenomenon, Kampar Police Chief AKBP Mihardi Mirwan, S.I.K., M.H., stated that his party will take swift and firm steps. He ensured that the Kampar Police will not remain silent against all forms of extortion practices in the educational environment.

“We are already aware of the widely circulated information. The Kampar Police will trace and investigate the truth of the alleged levies carried out by the school. If elements of a violation of the law are found, of course we will process it according to applicable provisions,” said AKBP Mihardi to the press, Thursday (6/27/2025).

AKBP Mihardi also emphasized that schools are public institutions that should be examples in upholding integrity and the rule of law, not burdening the community with illegal levies.

“We encourage parents or injured parties not to hesitate to report. We also appeal to principals, teachers, and committees to carry out educational functions according to the rules and without economic pressure on guardians,” he continued.

“The investigation continues.
If it is true that it is a category of Extortion, it will be coordinated for follow-up handling with APIP and other competent PHK. The following actions are in accordance with legal provisions,” continued the Police Chief.

“The point is, it must be investigated first because it is not necessarily extortion. The investigation will determine the direction of the alleged extortion,” concluded the Kampar Police Chief, who is known to be friendly by all circles.

Permendikbud Number 75 of 2016 clearly states that school committees may not make mandatory levies on parents of students. In addition, Circular Letter of the Ministry of Education, Culture, Research and Technology Number 14 of 2023 also emphasizes a strict prohibition on collecting funds that are not in accordance with official procedures, including for the purposes of farewells and purchasing graduation attributes such as diploma covers.

The public is now waiting for firm steps from the Police and actions from the Kampar Regency Education Office to regulate similar practices in the future.
