MAUNG West Kalimantan Supports Singkawang City Prosecutor’s Office’s Detention of Former Acting Mayor in HPL Corruption Case

PONTIANAK-JAYA NEW.COM – Andri Mayudi, Chairman of the Regional Leadership Council of the Non-Governmental Organization Monitoring Apparatus for the Nation and Groups (DPP LSM MAUNG) West Kalimantan, welcomed the firm action taken by the Singkawang City Prosecutor’s Office to officially detain Drs. H. Sumastro, M.Sc., the former Acting Mayor and Regional Secretary of Singkawang City, on suspicion of corruption in the management of the Sedau Land Management Rights (HPL) in South Singkawang District.

“The detention of this former official should serve as a stern warning to all regional officials that corruption will result in swift and transparent legal action. The public must continue to monitor the process,” said Andri on Friday, July 11, 2025.

The detention will last 20 days at the Class II B Singkawang Penitentiary to ensure a smooth investigation and prevent the loss of evidence.

The case began with the issuance of a Retribution Determination Letter in July 2021, amounting to Rp 5.23 billion, to PT Palapa Wahyu Group. However, in August 2021, the Mayor issued a decree reducing the amount by 60 percent, or approximately Rp 3.14 billion, and waiving a fine of Rp 2.53 billion without a transparent auction process. Furthermore, an agreement was reached to pay the remaining Rp 2.09 billion in installments over 10 years.

An audit by the Financial and Development Supervisory Agency (BPKP) found state losses of Rp 3.14 billion due to abuse of authority and violations of Government Regulation No. 28 of 2020 and Minister of Home Affairs Regulation No. 19 of 2016 concerning regional asset management. The suspect was charged with corruption under Law No. 31 of 1999 in conjunction with Law No. 20 of 2001 and the Criminal Code.

The Head of the Singkawang District Attorney’s Office, Nur Handayani, emphasized that this arrest demonstrates her institution’s commitment to enforcing the law impartially. “No position is above the law. We will continue to resolve this case professionally and transparently,” he said.

The Prosecutor’s Office aims to hand over the case files to the Pontianak Corruption Court within 60 days and will investigate the involvement of other parties suspected of involvement.

“This case marks a crucial milestone in efforts to strengthen the rule of law and bureaucratic integrity in West Kalimantan, as well as restore public trust in the local government,” Andri concluded.**
